Approve the Agreement for Technical Services with Scantron Survey Services (Leadership Development)
EXECUTIVE SUMMARY
In the 2015/2016 school year, Area Superintendents will be assessed on a new competency rubric. The Chief of Schools will use the rubric to assess each Area Superintendent on 5 competencies and 25 elements that define expected performance. In addition, principals will provide input on ten questions that align to the Area Superintendent competencies.  The aggregated data based on principal input will be provided to the Chief of Schools to use as part of the assessment process.  The rubric assessment and the survey questions will be administered by Scantron Survey Services during the months of May and June 2016.   Each Area Superintendent will receive a detailed report with ratings and feedback to support their ongoing professional growth.

• Increase promotion rates at all grade levels and the percentage of high school graduates • Recruit, develop, and retain a highly effective, diverse workforce • Align the performance management system with the district's priorities
FINANCIAL IMPACT (Budgeted:  Yes)
Funding for this project is provided by year five of the Wallace Foundation Principal Supervisor Grant in the amount of $35,220. For tracking purposes the project number specific to this agenda item is 2730.  As of Monday, March 28, 2016, the remaining balance less encumbrances for this line item equaled $41,648.51. The total amount of the grant is $514,170.
EVALUATION
Feedback from Area Superintendents and Chief of Schools will be used to assess the quality of information received through the Scantron reports. Survey results will be used to determine goals and professional development for Area Superintendents.
