Accept the Lowest, Responsive, Responsible, Bids Submitted By Multiple Vendors - Invitation To Bid (ITB) #16013-DST Commodity Food Processing (Business Services)
EXECUTIVE SUMMARY
This bid establishes the lowest fixed pricing for the processing of commodity products, USDA-donated foods, into a ready to use product for use in the preparation of school lunches under the National School Lunch Program.  The processing of raw commodity products is administered by the United States Department of Agriculture (USDA) and the Florida Department of Agriculture.  Only vendors who have been approved by the USDA and Florida Department of Agriculture are eligible to participate in this bid.

This contract shall be awarded based on the lowest cost per serving, as specified in the bid. This recommendation has been reviewed by the General Manager of Student Nutrition Services.  The term of this contract shall be for a one-year period beginning July 1, 2016.  Due to changes in USDA requirements, it is necessary to solicit this bid annually.

FINANCIAL IMPACT (Budgeted:  Yes)
Year-to-date expenditures for purchases of commodity processed items are $4,518,567.49 and $7,057,972.00 for 2014/2015; they are included in the Prime Vendor (RFP #16031-DST) contract for Student Nutrition Services.  The estimated savings to the food budget by processing donated food from the USDA is $4,800,000.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team. Reviews are performed annually or by utilizing an online vendor performance report. Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
