Approve the First Amendment to the Memorandum of Agreement (MOA) with the University of South Florida (USF), College of Education for Services Associated with the Implementation of the Investing in Innovation (i3) Grant Project (Award #U411C140098), the Urban Teacher Residency Preparation Program (UTRPP) (Curriculum and Instruction Division) 
EXECUTIVE SUMMARY
On January 12, 2016, the School Board approved the MOA with USF for services associated with the implementation of the district’s i3 grant project, UTRPP.  Hillsborough County Public Schools (HCPS) was awarded a 5-year, $3 million grant from the United States Department of Education (USDOE) for a collaborative project designed to study an innovative approach to teacher preparation for undergraduate education majors that significantly alters the current teacher preparation model.  The model serves as a promising solution to a pressing national challenge of recruiting, preparing, and retaining effective teachers and leaders for low-income, high-need students.

The USDOE has approved carry-forward of Year 1 funding into Years 2 through 5 of the project.  Funds totaling $39,550 will be added to the currently approved MOA with USF for Year 2 of the project.  A total of $2,026 will also be carried forward from USF’s Year 1 match commitment.  All other provisions of the original MOA remain in effect.  The additional funds will bolster USF’s ability to support the UTRPP schools with appropriate resources.

FINANCIAL IMPACT (Budgeted:  Yes)
Total Year 2 funds amount to $442,795.  Of this amount, grant funds in the amount of $430,765 will be available to USF for Year 2 of the i3 grant, and match funds from USF in the amount of $12,030 will be provided to HCPS for Year 2 of the i3 grant.  For tracking purposes, the project number specific to this agenda item is 2737. As of May 4, 2016, the remaining balance less encumbrances for this line item equaled $518,835.59.  This amount represents 13 percent of the grant funds.
EVALUATION
Under the terms of the grant, HCPS is responsible for project evaluation. HCPS will contract with an external, third-party organization that conducts an independent evaluation. HCPS personnel, USF project personnel, and key personnel from the Department of Assessment and Accountability work in collaboration with the external organization to provide the required reporting.
