Approve the Agreement for Technical Services with National SAM Innovation Project (NSIP) (Leadership Development)
EXECUTIVE SUMMARY
NSIP has provided services to Hillsborough County Public Schools for the past four years. There are currently 120 principals and school teams, as well as eight Area Superintendents, eight Principal Coaches and the Chief of Schools using the SAM process to manage time more effectively. The NSIP is a professional development process that provides school leaders with tools and training to focus their time on actions and practices that lead to improved teaching and learning and strong school culture.   

The training and support provided by NSIP as part of the contract will allow the 60 principals in SAM cohorts 2 and 4 to have their baseline data recollected to show growth after 1 year. The teams will also receive additional training through face-to-face sessions with a SAM facilitator and through the annual SAM conference. An on-the-ground implementation specialist will meet with each SAM team to assess growth and progress and plan for continued improvement in supporting the principals in their instructional leadership work.  The training and support will take place from May 2016 to June 2017.

Funds in the amount of $229,000.00 will be available in the Title 2 Grant. For tracking purposes, the project number specific to this agenda item is 2988. As of Thursday, May 5, 2016, the remaining balance less encumbrances for this line item equaled $279,700.00.
EVALUATION
After four years of SAM implementation, data shows that school leaders engaged in the SAM process have saved an average of ten to twelve hours per week to focus on activities that will produce greater results for teaching and learning. The principals are focused on instructional leadership activities to include observation and feedback, coaching, professional development and planning, meetings, celebrations, and meaningful work with students and families for an average of 65 percent of their time.   The next step of the evaluation process will be to assess impact of the SAM process on teacher practice and student outcomes.  Teacher performance data and student outcome data will be analyzed for the first four cohorts who have implemented SAM for 3-4 years by a district internal evaluator.  Results will be available in summer 2016.
