Approve the Agreement for Technical Services with Educational Development Center, Inc. (EDC) (Leadership Development)
EXECUTIVE SUMMARY
As part of the Hillsborough Principal Pipeline Initiative, the district has worked with EDC for the past four years to use the Quality Measures Principal Preparation Assessment Process to assess the quality of Assistant Principal and Principal preparation programs delivered through university educational leadership programs and the Preparing New Principal Program (PNP). In order to continue providing updated program assessments for current programs and enable the district to assess new partner programs, EDC is allowing the six principal pipeline districts to certify four people to become principal preparation program assessors.  The certification will provide four district leaders with the tools, skills, and knowledge to accurately assess school leader preparation programs, as well as provide feedback for how programs can be improved.  With internal certified personnel, the district will no longer need to bring in staff from EDC to complete the assessment process, which should take place each year as part of a cycle of continuous improvement.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $20,000.00 will be available in the Wallace Foundation Grant Phase 5. For tracking purposes, the project number specific to this agenda item is 2100. As of Thursday, May 5, 2016, the remaining balance less encumbrances for this line item equaled $669,383.50. The total amount of the grant is $1,476,292.
EVALUATION
Based on the initial assessment with university partners, which took place four years ago, each program made changes as a result of the feedback received from the Quality Measures review. Upon a second review two years later, each program demonstrated improved ratings on the Quality Measures assessment tool due to the changes implemented.  The Preparing New Principal Program assessment caused major changes to be made to the program.  In areas that were rated lower, such as using ongoing formative assessments throughout the program to assess participant progress, changes were made to add additional formative assessments aligned to the coursework.  This is just one of many examples in each of the programs for how the review process supported programmatic changes.  Leadership Development staff will continue to track improvements made by each program as certified staff members reassess using the Quality Measures review process.
