Accept the Lowest and Best Bids Submitted by Multiple Vendors – Invitation to Bid (ITB) #16020-DST Radios, Portable Two-Way and Related Accessories (Business Services)
EXECUTIVE SUMMARY
On March 29, 2016, Hillsborough County Public Schools issued an ITB to establish fixed pricing on the purchase of portable, hand-held, two-way radios and related accessories. The district utilizes portable, hand-held, two-way radios in various departments and at all school sites for security, custodial, and maintenance communication needs. Award of this contract shall be to the overall lowest responsive, responsible bidder for requested items, as specified in the bid.

The initial term of this agreement shall be for a one-year period beginning May 25, 2016, with four additional one-year renewals. All prices offered are firm against any increase for at least one year from the effective date. This agreement may be renewed by the Superintendent, per the terms of the specifications.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds will be available in department and school accounts districtwide. There is no specific project number assigned for these purchases. In the first year of the contract, expenditures are estimated to be $32,576 for radios and batteries and $40,885 for related accessories and repairs, totaling $73,431. If funds are needed that will exceed the amount remaining prior to June 30, 2016, the department or school will transfer funds from other accounts that are tracking under budget or delay purchases until the next fiscal year.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team. Reviews are performed annually or by utilizing an online vendor performance report. Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
