Approve Contract Renewal for Winthrop Charter School
EXECUTIVE SUMMARY
Charter legislation includes a provision for the renewal of a charter contract for those schools that have successfully completed their contract term. The district’s process for contract renewal consideration includes the submission of a letter of intent to renew the contract, a comprehensive program review, an update of the charter application, and the development of a new contract.

Consistent with established procedures, a district review team assessed the school’s performance relevant to its educational program, organizational practices, and business practices.

Attached is a school profile (Attachment I) and a report of the review teams findings and recommendations (Attachment II). Winthrop Charter School was designated a high performing school by the Commissioner of Education on March 15, 2016, and is eligible for a fifteen year contract (Attachment III). The application update including a budget submitted by the school is Appendix I of the contract and is available for review in the Charter School Office.

FINANCIAL IMPACT (Budgeted:  Yes)
The charter school’s projected enrollment of 1280 students will generate $8,168,489 in Florida Education Finance Program (FEFP) funds. As the School is high performing the school district retains a two percent administrative fee for up to and including 250 students ($32,033) of FEFP funds to offset services provided by the district. The school also receives approximately $203,327 in capital outlay funds from the Florida Department of Education.  Costs associated with the development of the contract include district staff time and attorney fees.
EVALUATION
On June 30, 2031, Winthrop Charter School will participate in another contract renewal process which will include, but not be limited to site visits, quarterly monitoring of student achievement, quarterly monitoring of financial records, and comprehensive district reviews. A program review to evaluate the school’s performance will be conducted internally every 5 years.
