Approve the Renewal Purchase of Expert 21 from Houghton Mifflin Harcourt (Curriculum and Instruction Division)
EXECUTIVE SUMMARY
Expert 21 is an inquiry-based learning program providing direct reading, writing, and thinking instruction aligned with twenty-first century expectations. Expert 21 is currently utilized in the developmental reading course for middle school students scoring in the mid to upper level two reading range on the state assessment. This purchase provides for expanded implementation to support flexible scheduling and course placement options.

The following program materials and licenses are included in this purchase: Expert Space, Reading Inventory, xSkills, teacher editions, student books, and product support and hosting services. Additionally, this purchase provides integrative professional development for teachers and coaches including face-to-face training and embedded onsite individualized support.

This purchase is exempt from competitive solicitation as per the Florida Department of Education 6A-1.012 Purchasing Policies (11)(b), which states the requirement for requesting competitive solicitations for commodities or contractual services from three or more sources is hereby waived as authorized by Section 1010.04(4)(a), F.S., for the purchase by district school boards of educational services and any type of copyrighted materials.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $115,127.95 will be available in the Comprehensive Reading Plan budget. For tracking purposes, the project number specific to this agenda item is 4526. As of Friday, May 27, 2016, the remaining balance less encumbrances for this line item equaled $9,147,047.00.
EVALUATION
The 2015/2016 mid-year program data shows that by the end of the first semester 44 percent of students enrolled in this program met or exceeded individual reading growth goals and 36 percent of students gained one or more grade equivalency level(s). Program evaluation will be extended upon receipt of 2015/2016 state assessment results.  The 2014/2015 new state assessment served as a baseline, therefore did not include reading gain measures.
